Boat part number 8302487 is a new bottom outlet series, 3 way selector shut off valve from Anderson, part number 220C-L. Commonly used on Lund Boats, part number 1988551 . May be used in other applications. 360 degree Handle Rotation with detent and audible click every 90 degrees.
This new fuel selector shut off valve is constructed from brass and stainless steel. It has a corrosion resistant nylon valve. It has (3) 1/4 NPT threaded ports.
The valve is approximately 2" L x 2 1/8" W x 1 1/2" D overall. The handle itself is approximately 2 1/2" L x 3/4" W overall and is mounted on an approximately 1 1/2" stem. There are (2) 1/4" mounting holes spaced approximately 1" apart.

Is this strictly an on/off valve, or can i choose between main engine/kicker motor, for where the fuel is directed?

Yes, you can choose which outlet to use. It has 4 positive stop positions that allow to do that. We'll revise the ad to make it more clear.
