I would like to use this as a boat ladder hinge (a small outboard ladder ) ? Would this be strong enough? One of my hinges has broken and I am looking for a replacement

Does this hinge lock and is it available for 3/4" OD tubing?

Sorry no, it isn't locking, and we only have in 7/8". I'm afraid they aren't something we can source or order. Sorry.
