It is the overall size, but understand, these are made for the Jim Black 19 x 19 hatch, and may or may not work with other hatches... despite the dimensions.

This item will definitely block some of the sun for some shade. I do not believe it will be a black out screen, but certainly better than nothing. Thanks!
