Hi Jason,
If I'm not mistaken that is the old old phone number for the original Jim Black that sold out to a company called Hi Tide Mfg., years ago. It absolutely isn't a part number.
If you want to email a photo or two of your hatch, we can probably identify it. This particular handle is used on escape and ventilation hatches.
